Following the ratification of the agreement by several European Union states in October 2016, there have been enough countries that have ratified the agreement to produce enough greenhouse gases worldwide for it to enter into force.  The agreement entered into force on November 4, 2016.  The Paris Agreement is the first universal, legally binding global agreement on climate change adopted at the Paris Climate Change Conference (COP21) in December 2015. In addition, countries are working “to reach a global peak in greenhouse gas emissions as soon as possible.” The deal has been described as an incentive and driver for the sale of fossil fuels.
