Any disagreement within the Joint Technical Committee shall be brought to the attention of the Standing Committee for Rules. 3. As regards the granting of aid to Spain within the framework of the policy set out above, the United States Government, in preparing the agreed zones and installations, shall, subject to the first subparagraph, comply with the minimum requirements relating to the equipment necessary for the defence of Spanish territory until the end of the arrival of a date requiring the use of the territories and installations during the war. from that date, the requirements relating to the air defence of the territory and the equipment of naval units shall be met as far as possible; and that the armament and equipment of military units are as advanced as possible.
